Better Solution for Infrastructure

York Simcoe, like much of Canada, has a sadly deteriorated infrastructure. Municipal governments have their hands tied because they are limited as to how they can raise funds. This prevents them from implementing improvements within our communities.

The Municipal Council is closer to the people in our communities, closer to the issues in our communities therefore they know what is really needed in each community.

In order to help municipalities with infrastructure improvement, the CHP would order the Bank of Canada to issue interest free loans to provinces and municipalities to improve their infrastructure. As the loan is repaid the Government of Canada currency, which had been issued by way of loan, is withdrawn from circulation thus ensuring that it is non-inflationary.

Currency issued by the Bank of Canada is legal within our Charter and is better for our citizens than paying interest for loans to a chartered bank.

This strategy was used at the end of WW2 when there were 2 million Canadian soldiers returning…. without employment and launched the biggest building boom in Canadian history.

This plan would provide employment within a town, it would provide services which meet the specific needs of each community, and would improve our infrastructure.

Canadian Roads Are Becoming Dangerous

According to information released today the number of Canadians killed in traffic accidents increased by 7% in 2005.

''We're concerned any time we see fatalities going up,'' said Chris White, the Canadian Automobile Association's vice-president of public affairs. ''A lot of the roads and highways that are currently in existence were never really designed for the types of numbers that are currently being used by them.''

This shows a real need for the CHP's Infrastructure Improvement Plan.

The Bank of Canada should be ordered to loan, interest free, money to the Provinces and Municipalities to rebuild our roads and highways. This will ensure our roads are designed for the use we make of them.

Interest free loans from The Bank Of Canada are how our infrastructure was built after WW2. It created the biggest building boom ever in this country.

As the Provinces and Municipalities repay the money to the Bank of Canada, it is removed from circulation. This ensures that the money put into circulation is non-inflationary.

NATIONAL DEFENSE

1. INDEPENDENT PREPAREDNESS
We affirm that governments have a responsibility to build up and maintain a strong military preparedness to protect their citizens from foreign threats and subversive influences which may deprive them of their liberties. Canada's national defense, therefore, must be vigilant and a "high priority" item even in times of minimal international tension. Canada's national defense forces must consist of a standing navy, army, and air force equipped with the best cost-effective weaponry and resources available, and maintained in such numbers as to ensure an effective commitment to the defense of Canada's interests.

2. MILITARY ALLIANCES
We affirm our support for combined efforts which enable Canada and her allies to reason with any nation from a position of strength in defense of the free world.

3. ARMS REDUCTIONS
We favor the pursuit of properly supervised multilateral reductions in the nuclear, biological and chemical arsenals of all superpowers, with the ultimate goal of the elimination of all such weapons.

4. FOREIGN COMMITMENT
We affirm that an important task of the armed forces should also be to help preserve international peace and to provide assistance and services in domestic and foreign disaster situations.

Infrastructure

We need to practice sensible stewardship to preserve our environment. The CHP’s infrastructure program will upgrade water and sewage treatment, plus urban and interurban passenger rail service among other things. We will invest in researching clean water & air technology, bio-fuels for transportation and other renewable energy resources. We have let our infrastructure deteriorate and we, as a country, cannot afford to let it continue. We must maintain our infrastructure, but how?

In 1945 the Canadian Government dealt with the soldiers returning from oversees by loaning money, interest free, to municipal and provincial governments, and Crown corporations, to build roads and other infrastructure improvements . We experienced record economic growth over the 3 decades following WWII and we still had the improvements to our infrastructure.

We need to look again to this type of economic policy to rebuild our infrastructure. We cannot allow continued deterioration. We need to invest in roads, water, sewage etc according to the needs of each community. These areas are under the mandate of municipal or provincial governments but the federal government can and should ensure that they are supported by the federal government.

When the loan is repaid the repairs are still in place to serve the people for many years to come. But this has come at no additional cost to taxpayers because improvements were paid for by interest free loans.

This is not like other schemes in which government tries to bribe us with our own money.

It’s time the people of York-Simcoe voted CHP.

Together, we can build a better Canada.
